Implementação dos referênciais A3ES no Sistema Interno de Gestão da Qualidade do ISLA-IPGT

Abstract

A qualidade da oferta formativa das Instituições do Ensino Superior, sejam públicas ou privadas, tem sido, claramente, o fator determinante na tomada de decisão por parte dos potenciais clientes, neste caso, estudantes e parceiros, tendo em conta as variáveis existentes desde o preço das propinas e emolumentos, à localização e à opinião geral sobre a instituição. De forma a garantir que todos os cursos criados e oferecidos cumprem com os requisitos de qualidade adequados, foi criada a Agência de Avaliação e Acreditação do Ensino Superior. Para além de avaliar e acreditar os ciclos de estudo, a A3ES tem autonomia para acreditar e auditar os sistemas internos de garantia da qualidade das IES. O presente projeto tem como objetivo principal a implementação dos referenciais da A3ES no sistema interno de garantia da qualidade do ISLA – Instituto Politécnico de Gestão e Tecnologia, numa perspetiva interna como colaboradora da Instituição e participante da Comissão de Avaliação e Qualidade. A metodologia adotada foi a de Investigação-Ação, cujo ponto de partida foi a interpretação do memorando da A3ES recebido pela Instituição em estudo no seguimento do processo de avaliação e acreditação do seu sistema interno de garantia da qualidade. A visita da Comissão de Avaliação Externa em 2021 proporcionou um feedback valioso, resultando num plano de ações de melhoria com uma taxa de concretização de 67% até ao final do primeiro trimestre de 2024, destacando-se as áreas do Ensino e Aprendizagem, da Colaboração Interinstitucional e dos Serviços de Apoio como aquelas que mais contribuíram, positivamente, para o alcance dessa taxa. Para a consolidação do seu SIGQ, recomenda-se que a IES reformule o seu Manual da Qualidade, melhore os seus procedimentos de comunicação com todas as partes interessadas e implemente as ações de melhoria por concretizar e não concretizadas, antes de submeter novamente o seu processo junto da A3ES. The quality of the training offered by higher education institutions, whether public or private, has been the determining factor in the decision-making of potential customers, in this case, students and partners, considering the existing variables, from the price of tuition fees and fees to location and general opinion about the institution. The Agency for Assessment and Accreditation of Higher Education was created to ensure that all courses created and offered comply with the appropriate quality requirements. In addition to evaluating and accrediting study cycles, A3ES has the autonomy to accredit and audit HEIs' internal quality assurance systems. The main objective of this project is to implement the A3ES benchmarks in the internal quality assurance system of ISLA—Polytechnic Institute of Management and Technology, from an internal perspective as a collaborator of the Institution and participant in the Evaluation and Quality Committee. The methodology adopted was that of action research, whose starting point was the interpretation of the A3ES memorandum received by the Institution under study following the evaluation and accreditation process of its internal quality assurance system. The visit of the External Evaluation Committee in 2021 provided valuable feedback, resulting in an improvement action plan with a completion rate of 67% by the end of the first quarter of 2024, highlighting the areas of Teaching and Learning, Interinstitutional Collaboration and Support Services as those that contributed the most, positively, to achieve this rate. For the consolidation of its IQAS, it is recommended that the HEI reformulate its Quality Manual, improve its communication procedures with all stakeholders and implement the improvement actions to be implemented and not implemented, before submitting its process again to A3ES.
