Desenvolvimento de Medidas de Autoproteção num estabelecimento industrial de desenvolvimento e comercialização de componentes para indústria

Abstract

A Segurança Contra Incêndios em Edifícios (SCIE) é de uma importância inegável, uma vez que pode salvar vidas humanas e bens materiais. Em 2008, surge o RJ-SCIE (Regulamento Jurídico de Segurança contra Incêndios em Edifícios), que obriga os edifícios e recintos adotarem e implementarem medidas de segurança, mediante a sua atividade, categoria de risco e utilização-tipo, mostrando a importância e impondo responsabilidades, obrigando assim a uma gestão das condições de proteção e de segurança contra incêndios em instalações. Desde 1 de janeiro de 2009 passam a ser uma exigência regulamentar, conforme expresso pelo (Decreto – Lei n.º 220/2008, de 12 de novembro, alterado pelo Decreto-Lei n.º 224/2015, de 9 de outubro, e pelo Decreto-Lei n.º 95/2019, de 18 de julho), incluindo as já existentes. A elaboração deste projeto teve como objetivo principal o desenvolvimento das MAP e SCIE para implementação, numa empresa cuja atividade principal é o desenvolvimento e comercialização de componentes para indústria, tendo em conta o regime legal, as características do edifício e a sua atividade. Para atingir os objetivos, ou seja, a potencialização da empresa no cumprimento legal obrigatório, efetuaram-se levantamentos e analise documentais dos elementos necessários, através de visitas à organização, registo fotográfico e ferramentas de verificação em matéria de SST e MAP e SCIE para avaliar o estado da organização e identificação das necessidades. A metodologia de trabalho teve como base a classificação e categoria de risco da utilização tipo, permitindo a verificação das medidas de autoproteção exigíveis, onde os recursos humanos passam a ter um papel relevante e ativo na gestão e organização da emergência, uma vez que são os primeiros a intervir numa possível situação de emergência. Fire Safety in Buildings (SCIE) is of undeniable importance, as it can save human lives and material assets. In 2008, the RJ-SCIE (Legal Regulation on Fire Safety in Buildings) appeared, which obliges buildings and premises to adopt and implement safety measures, depending on their activity, risk category and typical use, showing the importance and imposing responsibilities, thus requiring the management of fire protection and safety conditions in installations. Since January 1, 2009, they have become a regulatory requirement, as expressed by (Decree - Law No. 220/2008, of November 12, amended by Decree-Law No. 224/2015, of October 9, and by Decree-Law No. 95/2019, of July 18), including those that already exist The main objective of the preparation of this project was the development of MAP and SCIE for implementation, in a company whose main activity is the development and commercialization of components for industry, taking into account the legal regime, the characteristics of the building and its activity. To achieve the objectives, that is, the company's enhancement of mandatory legal compliance, surveys and documentary analysis of the necessary elements were carried out, through visits to the organization, photographic records and verification tools in terms of OSH and MAP and SCIE to assess the state of the organization and identify needs. The work methodology was based on the classification and risk category of typical use, allowing the verification of required self-protection measures, where human resources now have a relevant and active role in the management and organization of the emergency, as they are the first to intervene in a possible emergency situation.
