Avaliação do Ensino, em Matéria de Segurança e Saúde no Trabalho, no 1.º Ciclo do Ensino Básico, na Região Centro

Abstract

É internacionalmente reconhecido que a prevenção de riscos profissionais deve ter início no 1.º Ciclo do Ensino Básico (CEB) possibilitando à criança uma perceção eficaz dos riscos laborais. Esta dissertação pretende determinar o cumprimento, na Região Centro, do regime jurídico previsto nos números 1 e 2 do artigo 9.º da Lei n.º 102/2009, de 10 de setembro e portanto, das medidas 3.1. e 3.2. referentes à Estratégia Nacional para a Segurança e Saúde no Trabalho 2008-2012. Deseja-se assim verificar de que modo está a decorrer a integração de matérias Segurança e Saúde no Trabalho (SST) a partir do 1.º CEB e em que medida o corpo docente está a ser formado e apoiado, na vertente pedagógica, para cumprir cabalmente tal desiderato. Para confrontar os dados obtidos através da revisão de literatura foi utilizado um questionário de elaboração própria com vista à sustentação do estudo empírico. Os resultados do estudo empírico evidenciam que os professores afetos ao 1.º CEB, com formação em SST, lecionam as poucas matérias de SST previstas nos respetivos planos curriculares e outras, de forma autodidata, com um nível de profundidade adequado. Por outro lado a grande maioria dos professores inquiridos, sem formação em SST, revelam natural dificuldade na abordagem a este tipo de matérias. A educação e formação profissional dos docentes em SST e a adequação de todos os programas curriculares devem ser uma prioridade para que, no futuro próximo, se possa fomentar a verdadeira Prevenção de Riscos Profissionais e, com isso, reduzir significativamente o número de acidentes de trabalho e doenças profissionais.

It is internationally recognized that prevention of occupational risks should start at elementary school allowing the child to an effective occupational hazards perception. This dissertation aims to determine compliance in the Central Region, of the legal issues outputted, in 1.st and 2.nd paragraphs of article 9 in the law n. º 102/2009, of 10th September, and the measures 3.1. and 3.2. regarding the National Strategy for Safety and Health (2008-2012). This dissertation objects is to verify how the integration of Safety and Health (SH) matters is being running from Primary school and to what extent the respective teachers are properly trained and pedagogically supported to fulfill this vital task. To compare the data obtained from the literature review it was prepared a questionnaire by the author in order to support the empirical study. The results of the empirical study showed that teachers from Primary school, with SH training, teach the few SH matters introduced in the respective curriculum and other stuffs in a self-taught way with an appropriate level of depth. On the other hand the huge amount of teachers surveyed without SH training reveal natural difficulty in addressing such matters. The education and training of teachers in Safety and Health and the adequacy of all school curriculums should be a priority for the foreseeable future. It should be the accurate way to foster true Occupational Risk Prevention and thereby reduce significantly the number of accidents at work and occupational diseases.
